Issue description: Trainers outside North America experienced an issue where the Into the Depths 1/2 Hatch Distance bonus was not active during Vulpix Community Day. 

Issue status: Resolved. To makeup for this issue, we will be extending the 1/2 Egg hatch distance bonus from February 12 at 10:00 am to February 15 at 8:00 pm. Trainers in affected time zones will also receive a one-time grant if they incubated an Egg:
- Trainers who used an Incubator will receive one Incubator.
- Trainers who used a Super Incubator will receive one Super Incubator.
- Trainers who used both will receive one of each.
